Make new model acordingly, do not be lasie to make big changes and at the end you could end up with more that you originaly asked for. We can predict that video traffic will take a lot of Bandwidth, so you should move this traffic if possible to separate segment. Going back to this setup, maybe his switches are not fully capable to manage QoS, maybe there is high load on specific connections. So beside security, they can be successfuly used to reduce broadcast domains. Couple of day I listened so much about how VLAN's are just for isolation.
